Jersey Village TX Roofing: Wind Damage, Leak Repair and Roof Replacement Inside the City Limits

Jersey Village is its own city, and that matters to a roof more than it sounds. Three and a half square miles of Harris County with its own police, fire and building department, ringed entirely by Houston and cut straight through by US 290. Just under 8,000 people live inside those lines, on what was once Clark Henry’s dairy and Jersey cattle ranch — which is where the name came from.

It is also, in planning terms, finished. The city’s comprehensive plan counts 3,658 housing units and notes that most of the vacant land left sits inside neighborhoods built out decades ago. Roofing here is a replacement trade, and the replacement clock is a long way along.

Two Building Booms, and Both of Them Are Coming Due

The city breaks its housing down by decade, and the shape is unmistakable: 1,062 units went up in the 1970s and 1,046 in the 1990s, with 455 in the 1960s and 429 in the 1980s between them. After that it falls away — 371 in the 2000s, 155 in the 2010s, ten since 2020. Ninety-two percent of everything standing here was built after 1970.

Read that as a roof calendar rather than a census table. The largest group of houses in Jersey Village is about fifty years old and on its third or fourth covering; the second largest is about thirty and on its second or third. Much of what went up in those booms is single-storey with long low-pitched slopes — a lot of shingle area per house, sitting out in the sun with nothing shading it.

Asphalt shingle is the dominant covering across the Houston metro, and it wears out here for reasons that have nothing to do with brand: heat and ultraviolet cook the binder brittle, granules wash into the gutter a little at a time, and year-round humidity keeps an attic damp enough that decking and fasteners age from underneath, out of sight.

The Real Hazard Here Is Wind and Water, Not Hail

If you have read a Texas roofing page before, you have read a lot about hail. That is a North Texas story. On this side of the state the federal hazard numbers say something else. FEMA’s National Risk Index scores Harris County 100 out of 100 for hurricane, 100 for riverine flooding and 100 for tornado. Hail scores 34.

The city quotes that same index in its adopted comprehensive plan — overall hazard risk for a large part of Jersey Village is “relatively high”, in the 96th percentile nationally — and it asked the people who live here. In the 2025 resident survey behind that plan, 58 percent of respondents reported being affected by a weather event in the previous five years, and the damage they listed began with roof damage.

Two days in 2024 explain why. On 16 May a derecho crossed the Houston area with National Weather Service damage surveys putting straight-line winds near 100 mph — hurricane-force wind out of an ordinary spring thunderstorm complex. On 8 July Hurricane Beryl tracked over the metro and cut power to more than 2.2 million Harris County customers. Neither was a hailstorm. The ordinary year adds up too: the 1991–2020 climate normal at Houston Intercontinental is 51.84 inches of rain, better than four feet of water landing on every roof in this city.

So this is what we are looking for once we are up there:

• Unsealed tabs and lifted ridge caps. Tropical wind seldom takes a roof off outright. It breaks the seal strip, creases shingles and works ridge caps and flashing loose — none of it visible from the driveway.
• Wind-driven rain. Water pushed sideways and uphill, under a lifted tab and around chimneys, pipe boots and wall flashing. The roof photographs perfectly and the ceiling still stains.
• Tired decking and old flashing. On a fifty-year-old house the plywood has taken decades of Gulf humidity, and the flashing is usually where the roof lets go first. You find both at tear-off.
• Attic airflow. A hot, damp attic ages a roof from the inside out. Ventilation is part of the fix here, not an upsell.

Hail does fall on the Gulf Coast, usually inside these same severe storms, and we handle hail roof damage claims like anybody else. It is just not the headline here, and we would rather say so than sell you a North Texas answer.

The Water Story Underneath the Roof

Jersey Village also has a flood history most cities its size do not. White Oak Bayou runs through it — the city watches gauges at Lakeview Drive and Jones Road — and the record is on the books: about 500 homes in Tropical Storm Allison in 2001, and 230-plus in the 2016 Tax Day flood, an event for which Jersey Village properties accounted for a quarter of every national flood insurance claim paid. Harvey in 2017 is the exception the city’s own plan records: Jersey Village came through it without major flooding. None of that is roofing, and it matters anyway. Attics in a bayou neighborhood carry moisture they never quite shed, and a street that has taken water repeatedly is a street where roof maintenance often got deferred. We look at the attic as hard as we look at the slope.

Roof Leak Repair When the Roof Looks Fine

The most common call we get in this corner of Harris County is some version of “there is a new stain on the ceiling and the roof looks completely normal from the street.” Usually it is one of three things: shingles unsealed by the last blow and then rained under sideways, flashing that has quietly opened up at a wall or a chimney, or a pipe boot whose rubber collar has finally given out.

None of the three shows from the ground, which is why a look from the driveway is not an inspection. Finding a leak means getting on the roof, into the attic, and following the water backwards to where it started. Once the entry point is known, a proper roof repair is often a far smaller job than the ceiling suggests — and we will tell you straight whether roof and attic ventilation is shortening the life of the whole roof.

Jersey Village Pulls Its Own Roofing Permits

Homeowners here often do not know this, and it is a real difference between Jersey Village and the unincorporated county around it. The city has its own building department, and its residential building permit list names roof replacements and re-framing specifically as work requiring a permit, applied for through the city’s online permit portal. Jersey Village adopted the 2024 edition of the International Codes in 2024, so the standard your new roof is held to is the current one.

A re-roof inside the city limits therefore carries a paperwork step that a job two streets outside them does not. It is the city’s requirement rather than ours, and a contractor who never mentions it has either not worked in Jersey Village or is planning to skip it. Requirements do get revised, so check the current ones with the city.

For a city this small it has held on to a remarkable amount of green. Jersey Village bought the 131-acre Jersey Meadow Golf Course outright in 2000 to keep the open space open, and the 41-acre Jersey Meadow Nature Trail and Dog Park doubles as a stormwater detention basin for the neighborhoods around it.
